Providers of educational tutoring and alternative provision are invited to apply to be on a framework of providers to deliver 1 or both of the above types of service. The framework will run initially from 1.1.2016 to 31.3.2018 with an option to extend for a further 1 full year to March 2019. Contracts may be ‘called-off’ the framework as required up to the end date of the framework. Providers will deliver the service in accordance with the agreed framework price for the duration of the contract. It is anticipated that the majority of pupils referred for tutoring or alternative provision will have a Statement of SEN / Education, Health and Care Plan, and will have Social, Emotional or Mental Health needs, some of which may be complex. Lot 1: 1 to 1 tutoring: A 1-to-1 tutoring service is required to provide high-quality teaching for individuals who are currently out of school and cannot engage with group-based provision or it is felt that a 1-to-1 service is preferable. The majority of referrals will be short-term — for example between a week and a school term. However, some may occasionally be for longer periods. In all cases where the tutor is required to teach National Curriculum subjects, providers must ensure that tutors are qualified teachers and are able to teach up to GCSE standard in Mathematics and English as a minimum. Tutoring should take place in Stockport, either at the official venue of the tutoring provider, or a suitable alternative venue to be agreed in advance with the referring team. Lot 2: Group-based Alternative Provision: A group-based alternative provision service is required to provide alternative and innovative approaches to engaging young people in education where other approaches have failed to meet their needs. Examples of the kinds of alternative provision previously used are practical courses — such as motor mechanics, bricklaying and plumbing or hairdressing; work placements, and experiences caring for animals. This list is not exhaustive and innovative ideas are welcomed, providing that they can deliver outcomes for children and young people. Providers need not be based in Stockport, but alternative provision activities should be based in Stockport, or within a reasonable travelling distance of Stockport.
