Agency : DEPT OF DEFENSE Sub-tier : DEPT OF THE NAVY Major Command : NAVAIR Sub Command : NAVAIR HQS Office : NAVAL AIR SYSTEMS COMMAND Description Naval Air Systems Command (NAVAIR) issued a sole source contract to Bell Boeing Joint Project Office (JPO) to provide nonrecurring engineering for the design, development, test and evaluation, integration, and airworthiness qualification of improvements to current Auxiliary Power Unit start contactors to include procurement of kits in support of the V-22 aircraft. This requirement was procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, and manufacturer of the V-22 aircraft, Bell Boeing JPO is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
