The contracting authority has the right to reject all bids at any time prior to award of the contract. The contracting authority has the right to reject all tenders if: 1. No tender has been declared suitable; 2. The cost of all the accepted bids in excess of the estimated cost of the contract so that the project does not have a value corresponding to the contracting authority to be taken; 3. unforeseen and Suppliers for reasons independent of the public procurement procedure at the time of the contracting authority becomes aware of new circumstances which preclude or render impractical the procurement to the contracting authority for completion of the conditions laid down in the contract documents (including changes in legislation or other legislation); 4. Procurement Act § 29 paragraph 3 under point 6. Written notice of the rejection of all bids is communicated to tenderers immediately, but not later than three (3) working days after the decision is made.
