The original Contract Notice read as follows: Suppliers must register interest in this contract opportunity through the Public Contracts Scotland (PCS) procurement portal www.publiccontractsscotland.gov.uk. The Invitation to Tender (ITT) documentation is available for download from there.Suppliers should submit their tenders through the secure postbox on Public Contracts Scotland no later than the stated deadline. The postbox facility will not accept any submissions after the deadline and it is the responsibility of suppliers to ensure submissions are received before the deadline.The supplier will be required to undertake an ongoing review of rates liabilities across SE~s investment portfolio and occupational properties in order to minimise cost. Key requirements of this commission are to:Minimise SE~s own occupational costs by: i.Advising on rating liabilities of alternative occupational properties; ii.Providing cost reduction strategies aligned to existing tenanted property; iii.Liaising with landlords regarding 2017 revaluation appeals.Provide proactive ongoing management of portfolio to ensure lowest rates liability including but not limited to: i.Checking rates notices for accuracy of fact and calculation; ii. Providing forecasts for budgeting purposes including apportionments for lettings and estimates for new buildings or developments.Lodge and pursue appeals as appropriate. Advise on any possible mitigation measures pursuant to proposed changes to Empty Property Relief: Maximise any rates relief possible on unoccupied / vacant space; Monitor and advise on other changes in legislation and practice that may impact on rates liability; Liaise with SE~s water supplier, Business Stream, to ensure accuracy of all information relating to Water Rates. In terms of the 2017 Rating Revaluation: i. Give advice on the revaluation process; ii. Conduct a desktop exercise to produce a report to SE detailing new Rateable Values and the corresponding Rates Payable figures applicable for each property (regardless of whether SE is the rates payer or not); iii. Negotiate with tenants / agents regarding joint appeals of tenanted properties; iv. Conduct detailed research and form an opinion on the potential for successful appeal of each of these values; v. Lodge and pursue appeals with the Assessor within the required timescales as agreed with client.The full scope of requirements/brief is included within the ITT.Due to the value and assessed risk associated with this commission, suppliers will be required to demonstrate a minimum average turnover of GBP70,000.00 over the last two years for which accounts/financial statements are available.
