Halton Housing Trust (HHT) was formally created on 5.12.2005. The Trust is a company limited by guarantee and registered with Companies House. We are a not for profit housing association, who own and manage 6 100 homes in the Cheshire towns of Widnes and Runcorn. HHT’s vision is to ‘deliver high quality and excellent services for all’. Its’ mission is to ‘provide high quality housing services with a social conscience’. Its’ values are based around both customers and employees. We provide affordable homes for people who may not have the means to buy or rent a home privately, help people who are homeless and provide support to older or disabled people to help them live independently in their own homes. Tender Information. The tender was undertaken as an open procedure, as detailed in Regulation 15 of the UK statutory instrument Public Contracts Regulations 2006/5. HHT sought bids from contractors to participate in a framework to provide new pitched and flat roofs to existing HHT properties. The framework consists of two lots as follows: — Lot 1: Pitched roofs re-roofing; — Lot 2: Flat roofs re-roofing. For Lot 1, the tender process created a long-term framework of 4 roofing contractors to support the Trust for the next 4 years to deliver its pitched roofing renewal programme. Call-off contracts from the framework will be awarded by HHT via mini-competition, or on a direct award basis. For Lot 2, the tender process created a long-term framework of 5 roofing contractors to support the Trust for the next 4 years to deliver its flat roofing renewal programme. Packages of work will be awarded to successful framework providers on a case by case basis to meet the needs of the Trust. Call-off contracts will be awarded by HHT via mini-competition, or on a direct award basis. The framework consists of 4 contractors for lot 1, and 5 contractors for lot 2, and will last for a maximum of 4 years. The framework commenced during June 2015. The estimated value of work over the framework period for pitched roofs will be in the region of 3 800 000 GBP excluding VAT, but could be as high as 4 800 000 GBP. The estimated value of work for flat roofs is expected to be around 250 000 GBP excluding VAT, but could be as high as 500 000 GBP. These values are estimates only. No guarantees are given, nor are implied as to the actual value of work that will be placed with successful bidders participating in the framework agreement. HHT reserves the right to award call-off contracts of varying length, subject to the work required and the needs of the Trust.
