Agency : DEPT OF DEFENSE Sub-tier : DEPT OF THE NAVY Major Command : NAVAIR Sub Command : NAVAIR HQS Office : NAVAL AIR SYSTEMS COMMAND Description The purpose of this effort is to procure 32 Retrofit Kit installations and 16Aircraft Mod Retrofit Kits for the Color Helmet Mounted Displays (CHMD) and16 Fly Away Mot Retrofit Kits to retrofit the entire fleet. The Contractor shallinstall Helmet Mounted Display Retrofit Kits in accordance with the effectivityidentified in ECP V-22-1007. The Contractor shall deliver Helmet MountedDisplay Aircraft (A/C) Mod Retrofit Kits and Fly Away Mod Retrofit Kits inaccordance with ECP-V22-1007R3 and ECP-V22-1007R4. This acquisition isbeing pursued on a sole source basis under the statutory authority of 10U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR)6.302-1, only one responsible source and no other supplies or services willsatisfy agency requirements. Bell-Boeing is the sole designer, developer, andmanufacturer of the V-22 Tilt rotor aircraft and is the only known source thatpossesses the requisite knowledge and expertise to perform this effort withinthe required schedule.
