STPA is a powerful new hazard/cybersecurity analysis technique based on STAMP while CAST is the equivalent for accident/incident analysis. These tools are now used globally in almost every industry. The award was firm-fixed-price (FFP) and was not based on competition. A Notice of Intent (NoI) ID W58RGZ-23-R-0102 was posted to SAM.gov on March 01, 2023. The NoI advised interested offerors that the Government intended to award a contract to Advanced Engineering Systems (AES) as AES was the only known source capable of providing the unique STPA workshop training service to FLRAA PO. Interested Offerors were invited to submit a capability statement per the NoI instructions.
