On the one hand, software and utilities to operate the GIS are exclusively marketed and maintained by Meley-Strozyna cabinet. On the other hand, the ancillary products such as GEOPC are the intellectual property of that firm which owns the trademark. Thus the Meley-Strozyna firm is the only legal structure the capacity to provide services covered by this contract. The only applicable procedure is negotiated contract without advertising and without competition under Article 35-II-8 of the Public Procurement Code. The commission offers of 11.24.2015 Appeal decided to award the contract negotiated Meley-Strozyna firm (194 rue de Pont a Mousson - 57950 Montigny-les-Metz) for a minimum amount of 80 000 EUR HT and a maximum of 170 000 EUR HT and for a period of 48 months commencing on 01/01/2016.
