The University of Birmingham intends to contract with Advanced Secure Technologies Limited for the provision of Enhanced Transcripts for a period of 5 years to expire in 2020 with the option to extend for a further 3 x 12 months. The University undertook a below threshold competitive tender exercise, advertised via Contracts Finder. As a result of pre tender supplier engagement the University established that the cost of the requirement as specified in the scope of the tender would be below threshold. The outcome of the tender process has identified only one capable supplier whose costs exceed the current EU threshold. As part of an Institution-wide undergraduate Curriculum Review, the University has committed to provide an enhanced transcript, with greater detail about students~ extracurricular activity (e.g. volunteering, Personal Skills Award and sporting achievement). An enhanced transcript is a comprehensive record of student achievement (physical or electronic), recognising the full range of opportunities provided by a Higher Education Institution, bringing information together. The outcome of the tender evaluation established that Advanced Secure Technologies Limited offered a suitable solution for the provision of the system for issuing printed or electronic documents to students and graduates in a single, secure and efficient process, which included the software facilitating communication between the University and its students/graduates, as well as third parties such as employers and other Higher Education Institutions. The University has identified that for reasons of lack of supplier engagement in the competitive process and only one solution meeting the University~s need that Advanced Secure Technologies Limited is the only supplier capable of fulfilling the University~s requirements. It is envisaged that the value of this contract will be in the region of 190 000 GBP to 300 000 GBP.
