Award date : nov 17, 2020 Additional Information : Water Security Agency (WSA) requires engineering services for addressing tailwater impacts to the spillway and the main embankment at Grant Devine Dam. The project can be divided into two phases. Phase 1 will include high-level review of existing information, workplan development, site visit, engaging into discussion with Canadian Pacific Railway (CPR), review the existing conceptual design for two mitigation options and update the conceptual design if required, prepare budgetary cost estimate, conduct decision analysis for the recommended option, communication and negotiation with CPR, and recommending a path forward. WSA is also open to other conceptual solutions that enable the safe passage of the Inflow Design Flood. If further engineering services are required after completing Phase 1, WSA will retain the successful consultant to complete the tasks for Phase 2. Scope and the deliverables will depend on the outcomes of Phase 1. It is anticipated that Phase 2 will include the task of advancing the recommended option from Phase 1 to the feasibility level of design, continued communication with CPR, and ensuring that WSA's interests are maintained through the design and construction phases of the work.
