For several years, the customer has used the supplier system. The client has through market analysis and contacts in the service area, as far as possible, assured that supplier is alone in the market to continue to deliver the client's needs as shown in the contract. Therefore, by a negotiated procedure without prior advertising to enter into contracts with the supplier with the following two justifications: - that for technical reasons there is no competition (Chapter 6, paragraph 2 of the 2nd point LOU) and - that Acquired is protected by the exclusive right and therefore can only be provided by the supplier (Chapter 6, 14 Section 3, paragraph of the LOU), as described in the contract under section "User Rights".
