The services for organizing the procurement procedures will be performed according to the requirements of the specifications. For consulting services in the field of public procurement procedures (a) elaborate the contracting strategy, the award documentation (the procurement data sheet, contract model, form form); (b) to ensure - consulting when publishing the award documentation in SICAP; - consultancy regarding the formulation of the answers to the requests for clarifications regarding the attribution documentation sent by the economic operators; - assistance regarding the execution of the award procedure, respectively elaboration of the minutes of opening the offers; elaboration of the clarification requests to the bidders in the evaluation stage; experts co-opted by the evaluation committee; elaboration of the minutes of evaluation of the offers; elaboration of the award procedure report; elaboration of communications to tenderers of the result of the award procedure; - consultancy regarding the formulation of the answers to the previous notifications and / or the formulation of the points of view transmitted to the CNSC as a result of the challenge of the procedures (if any); - preparing the public procurement file In order to fulfill the contract in good conditions, the consultant will attend regular meetings, communicate and provide feedback to the members of the Public Procurement department within the town hall and the tender evaluation committee. The contracting authority will respond to all requests for clarification before the deadline for submitting tenders for 10 days. The number of days up to which clarifications can be requested before the deadline for submitting tenders / applications is 20 days. Estimated value of the purchase For consulting services in the field of public procurement procedures RON 70,000 excluding VAT, equivalent to EUR 14 651.7 at the NBR exchange rate of 8.1.2020, ie EUR 1 = RON 4.7776.
