This is a supply contract executed following commands good emission in accordance with Article 77 of the Public Contracts Code, with no minimum or maximum engagement engagement. In accordance with European Directive No. 2004/18 / EC of 31.3.2004, the market, which runs through the issuance of purchase orders, is considered a framework agreement. Deliverables are for the treatment of patients followed by health centers and French Institution tissue banks of the Rhone-Alpes blood. Supplies are to be delivered on the EFS Beynost site, located impasse Saint-Pierre, 01708 Miribel Cedex. The contract takes effect on notification for an initial period of 12 months renewable annually by tacit 2 times (maximum duration: 36 months). The consultation covered by this report follows the Rhal15021 tender declared unsuccessful on 04.11.2015 (notice of cancellation in 2015 / S 221-402307 published in the OJEU on 11.14.2015 and 15-171579 cancellation notice published in BOAMP on 11.12.2015). Consultation purpose of this report was relaunched in negotiated procedure as referred to in Article 35 paragraph 3 ° I 1 of the Public Procurement Code.
