Promoting the social economy will take the form of lending to eligible smes. The role of financial intermediaries will be to seek out clients from eligible enterprises and subsequently create a portfolio of new loans for them, Which will be covered by a guarantee instrument. The guarantee provided by the national development fund ii, As from the funds of the european structural and investment funds and the state budget will provide the financial intermediary with coverage of the credit risk individually up to the level of the guarantee and at the same time up to the limit of the guarantee. The financial intermediary shall ensure the quality and comprehensive management of the loan portfolio in accordance with the conditions specified in the draft contract in question. Eligible enterprises are social enterprises and enterprises of social impact, Collectively called enterprises in the wider area of ??the social economy. Social enterprise is a business, Cooperative, Civic association, Foundation, Nonprofit organization, Special-purpose church organization, Or natural person-entrepreneur who is an employer, (a) who pursues an economic activity on a continuous basis, Independently, On his own behalf and under his responsibility; (b) whose main objective is to achieve a measurable positive social impact; (c) for which the goods or services it produces contribute to the achievement of a positive social impact; Provides, Distributes, Or contributes to the manner in which they are made or provided, (d) which, If 1. Profits from its activities, Uses more than 50% of the profit after tax to achieve the main objective referred to in point (b); 2. Divides the profit according to the commercial code, Divides it according to procedures and rules that do not violate the main objective under letter b), (e) involving interested parties in the management of its economic activity.
