The required technology will always be determined in the call for the submission of an offer within the meaning of Section 141 of the Act. The contracting authority is also entitled to establish more detailed requirements for specific technology in the call for an offer within the meaning of Section 141 of the Act, or is also entitled to reduce the use of the technology used and to determine the requirements for the provision of services that will take into account the environment and conditions in which the technology is to be deployed .
