Lot 1 represents Ku band space segment (only) which will be used by BBC departments for the contribution delivery of live TV services using DVB SCPC and self-managed IP VSAT, from various fixed and mobile uplinks. There are regular requirements from the UK and Middle East for news contribution to domestic and world service channels. It is anticipated that the best value for money proposition would be for a mixture of full-time dedicated lease, with supplementary Occasional Use, to cover peaks in demand, and ad hoc requirements which are outside the footprint of the leased segment. The BBC will undertake the up-linking and down-linking, using existing ground based equipment, manage the capacity sharing between departments on the dedicated leases, and arrange the booking of the supplementary occasional use capacity. Currently the BBC leases capacity on Intelsat 905 and Eutelsat AB1 for these requirements, the footprints of these satellites should give the respondents an approximation of the geographical coverage required. 2. Lot 2 — The provision of satellite-connected managed services for programme contribution: Lot 2 comprises a fully managed service for satellite connectivity, primarily for IP data delivery, used for the production and contribution of radio and TV broadcasts. (For the avoidance of doubt the satellite capacity required for these services is in addition to Lot 1). The BBC has a number of reporter~s vehicles equipped with automatically deployed satellite dishes, which are used to provide live or recorded programme inserts for TV and Radio and access to the BBC~s corporate data network and the internet. A managed satellite connectivity service is required comprising remote management of the mobile uplink terminals, satellite capacity, downlink and back haul to the BBC. For the UK It is envisaged that these services would comprise a mixture of Ku and Ka band technologies, with a UK wide foot print and the BBC would require a tier of guaranteed capacity, to satisfy the baseline requirements, supplemented with an additional ad hoc tier to cover peaks in demand which may occur from time to time. In addition to the UK vehicle requirements above, services may also be required from transportable terminals for global news coverage, which could include the use of C band and L band.
