Therefore, a new research campus is to be created on a nearby property. The re -accommodation of the PEI requires its infrastructural development. Due to the proximity to the German air traffic control (DFS), the new construction of the PEI by the DFS Energy (DFS-E) electrically, heat/cold and refrigeration should also be supplied with steam. To do this, a new media channel to a newly created handover station must be built on the new property from an existing one. For this, § 74 VGV are required for this. The aim of this negotiation procedure with a competition competition is to award such services of the object planning engineering structures (§§ 41ff.
