State~s goal is to introduce such oil shale mining, distribution, enhancement and tax regulations that would make an attractive solution to maximize the value of oil shale, while ensuring the country~s largest income. This study aims to find a qualitative study of international best knowledge on the basis of oil shale resources, mining and processing of state revenue-maximizing shale resource allocation and oil industry taxation regulations, the optimum combination and set up oil-shale industry on the basis of quantitative and qualitative study of a combination of the analytical model proposed solution and the alternatives assessment which takes account of the state shale major decisions affecting the use effects. The study must meet summed up the question: What should be the State~s intervention in order to ensure that during the period 2018-2050 from the state revenue from oil shale shale maximizing the intensity maxima, assuming that the economic merits of the case remains kaevandamisvõimekus after the selected period.
