Based on the requirements and market research we believe that BWI BV is the only company able and willing to design, develop and fabricate the transfer system and that a negotiated procedure is justified. Please see the attached memo for a description of the goal and requirements of the transfer probe. This publication is done to indication of our intention to award the contract based on the negotiated procedure. Other companies can make representations if they don't agree with our decision to use the negotiated procedure. Protests have to made within 20 days after publication by lodging summary proceedings at the Rechtbank Den Haag.
