SDS was formed in 2008 as a non-departmental public body bringing together careers, skills, training and funding services.SDS plays a key role in driving the success of Scotland~s economic future, working with partners to:- Support individuals to reach their potential- Help make skills work for employers- Improve the skills and learning systemEmploying over 1,300 staff it plays an important role in supporting individuals reach their potential, helping make skills work for employers, and improving the skills and learning system.Following the launch of the second round of Foundation Apprenticeship~s in autumn 2015; Skills Development Scotland wish to commission a formative evaluation.We have tight timescales for this piece of work because we would like to use the findings to inform the contracting process for the 2017-19 FAs due to commence in September 2016. The purpose of the proposed evaluation is to assess the pathfinders while they are running, highlighting areas of strength as well as where changes could be made to improve the programme delivery, as well as gathering evidence on initial outcomes for participants and partners.The specific aims and objectives of this evaluation work are to:- Assess the relative strengths and weaknesses of the different delivery models;- Provide recommendations to inform future development and help refine delivery models; and- Identify areas of best practice.
