The commercial market was surveyed by both the customer and AFTC/PZIOAB by conducting an extensive internet search. In order to maintain the integral functionality and technical infrastructure of pre-existing equipment and systems located on the premises,the internet search revealed that the required detector and spectral equipment are not available by any other source and must be acquired through Optronic Laboratories. Additionally, operating knowledge, and support and training for this Optronic Laboratories equipment is readily available at Eglin. Failure to procure this specific brand/model would result in unacceptable delays and substantial duplication of cost to the government and to the war-fighter that cannot be recovered through competition.
