Overview | Contract Award's Details : Biofuels mandate - industry adjustment analysis Department of Energy and Water Supply Level 12, 41 George Street, Brisbane, QLD, Australia, 4000 Biofuels mandate - industry adjustment analysis Contract awarded for the biofuels mandate commences on 1 january 2017. Liable petrol retailers must ensure that e10 fuel sales make up 30 per cent of their total e10 and regular unleaded petrol sales volumes. Liable petrol retailers are those who own or operate 10 or more service stations and/or sell more than 250,000l of petrol fuel in any calendar quarter at any of the service stations the fuel retailer owns or operates.many petrol retailers do not currently sell e10. To achieve the mandated minimum sales they are required to offer e10. The mandate does not mean that ethanol will need to be added to all regular unleaded fuel supplies. In order to supply e10, service stations may be required to upgrade their existing tanks, lines and bowsers as e10 has different requirements to standard unleaded fuel.this project has four main objectives:1) to inform the government’s understanding of the infrastructure requirements to enable petrol stations to sell e10;2) to provide advice to the government on risks related to unexpected complications that could arise when businesses undertake infrastructure works in order to comply with the mandate. The advice sought also includes how these risks can be managed or mitigated;3) to inform the government’s understanding of industry capacity to deliver the infrastructure upgrades; and4) to recommend criteria for determining the impact of this adjustment on the viability of the fuel selling business.
