The municipality intends with this inquiry, via a service concession act up a self-service bike-hire in Malmo. Bidders should quote a solution to fund, provide, operate, maintain and administer a bike-hire in accordance with the conditions in this inquiry. The solution should include proposals for incentives for high levels of use and the continuous increase in the use and expansion of the system. Tenders must cover the entire assignment see Appendix 1. An upcoming service concession contracts are deemed to have a term of approximately 8 years. The option contract may be extended for up to five years. Delivery and commissioning of hyrcykelsystemets planned for spring 2016. The municipality wishes is that part of the system will be delivered and commissioned in autumn 2015. For details see Commercial terms, Appendix 2. The award of service concessions is the procedural rules of the public procurement law do not apply. The fundamental EU law principles of equal treatment, non-discrimination, transparency, proportionality and mutual recognition must be observed, which means that the service concession to be opened up to competition.
