National Institute for Health and Welfare (THL) has awarded the City of Turku managed by national service processes and electronic services project (Kapsa) government subsidy. Kapsa project, the project plan of the project have an objective to provide income support for electronic services using welfare sector services to customers. In this context, Kapsa project is asked for and received an offer from the City of Turku Effica customer information system supplier Tieto Healthcare & Welfare, Ltd Effica from Omapalvelusta. The competitive tendering procedure is not used, since it is a supplement which is closely linked to Effica and is therefore not obtainable elsewhere. In order to ensure the success of Kapsa project and develop the whole social welfare of e-services related to the following electronic Effica Omapalveluun services are required: - The applications as a whole, also including applications later to be undertaken, - Further clarification of the requests as a whole, - Information on payment transactions, - Notification of the decision, - On behalf of the transaction.
