Rubber removal and re-striping services are vital to operations and maintaining airfield capability. Through repeated landings and usage, rubber gradually builds and collects on the runway, decreasing effectiveness. Re-striping services are necessary to refresh and maintain airfield striping in order to remain visible through all weather conditions. Without proper airfield maintenance, the runways would eventually be rendered useless, and the mission would ultimately fail. An initial search was performed reviewing past Runway Rubber Removal projects on Holloman AFB since 2016 and use of the Small Business Dynamic Search engine for companies capable of performing the work under NAICS code 237310. After the initial search received no results, the SBA of Albuquerque was contacted to provide an 8(a) business capable of performing the work. According to FAR Part 19.2, the Head of Contracting activities are responsible for effectively implementing the smallbusiness program within their activities, including achieving program goals.
