The technical complexity of the subject of the public contract manifested in the increased technical requirements placed on the demanded subject of performance does not allow the contracting authority to acquire supplies from the supplier other than the existing supplier, for several reasons, for safety reasons it is not possible to use cables that would not be used by technical assessment, including Technical assessment of samples consisting in testing the suitability of the use of piercing sovereigns ...
