Algeria - Institutional support project for the Ministry of Finance

The present project concerns a grant to the People’s Democratic Republic of Algeria of 500,000 SDR, financed by the Technical Assistance Fund for Middle-Income Countries (TAF-MIC), for the benefit of the National Fund for Development Equipment (CNED), with the aim of supporting it in carrying out its missions. The CNED was established by Executive Decree No. 04-162 of June 5, 2004, and its primary mission is to enhance the efficiency of public spending and improve the management of large infrastructure projects (evaluation, implementation, monitoring, financing, costs). With two decades of activity, CNED has managed around 180 major public infrastructure projects (each with a value of at least 10 billion Algerian dinars) and has evaluated over 400 infrastructure project files at various stages. Its periodic monitoring has covered more than 70 projects. In light of changes in its environment, it has become essential for CNED to redefine its role, missions, and future modes of operation. This is why a diagnostic review of its activities, organization, and functioning is recommended, with the aim of developing a strategic development plan to transform it into a recognized center of expertise and a key decision-making tool for public authorities. The project is structured around three complementary components, which will allow CNED to modernize and improve its operational efficiency. Specifically, the project will: (i) support the development of CNED’s strategic development plan and its operational implementation through a business plan and procedures manual; (ii) update CNED’s operational guidelines; and (iii) modernize its information system. This operation will be implemented over a period of thirty (30) months from the date of approval.
