Angola - Public Procurement Technical Assistance Project (PTAP)

The Public Procurement Technical Assistance Project (PTAP) will enable the Bank to deliver its knowledge management and advisory services. This is a MIC Grant of UA 90,000 to the Government of the Republic of Angola. The proposed technical assistance will also help to address public procurement challenges that have hampered the overall performance of the Bank’s portfolio. The Bank’s Country Fiduciary Risk Assessment (CFRA) of Angola conducted in 2019 recorded a Fiduciary Risk Rating of Substantial for Procurement in Angola. The CFRA reported that despite marked progress, there were still significant gaps that could affect the quality, efficiency, effectiveness and equity of procurement outcomes. This technical assistance is aligned with the Bank’s Country Strategy Paper (CSP) 2017-2021 for Angola where governance, capacity building and advisory services are identified as enablers across cutting interventions. The TA will help attain the CSP’s strategic objectives by supporting economic governance and reducing fiduciary risk. It complements the ongoing budget support operation i.e. the Economic Diversification Support Program (EDSP) by contributing to the mitigation of key fiduciary risks as identified by the Country Fiduciary Risk Assessment (CFRA) report and improving the delivery of reform priorities supported under the operation. In addition, the TA will complement the PEFA assessment planned in 2021 and inform the design of the Financial Management Support Project II (PAGEF II) which is planned for 2021.
