Angola - Economic Governance and Capacity Building (Technical Assistance Phase II)

The proposed project is a Middle-Income Country Technical Assistance Fund (MIC-TAF) Grant of Eighty-Five Thousand Units of Account (UA 85,000) to the Republic of Angola for the e-Procurement Assessment Technical Assistance. This Technical Assistance operation will complement the first phase of the Public Procurement Technical Assistance Project and will build on the achievement and lessons learned from the Economic Diversification Support Program (EDSP) to improving the overall fiduciary reforms and contributing to the mitigation of key fiduciary risks. The operation will also support capacity building of institutions playing the central role in procurement and financial management such as the National Procurement Authority (SNCP) and the Court of Auditors. By providing technical assistance and capacity building of institutions in charge of internal fiduciary oversight of ongoing Bank’s financed projects, the operation will also contribute to the improvement of the overall performance of the Bank’s portfolio in Angola. Technical assistance will enable the Bank to deliver its knowledge management and advisory services. It will also help to address public procurement challenges that have hampered the overall performance of the Bank’s portfolio. The project comprises two main components: (a) Assessment of the Procurement System using the Sector Level Assessment (SLA) module of the MAPS Methodology; and (b) Capacity Building. It shall be implemented over a period of twelve (12) months between September 2022 and September 2023.
