The Support Programme for the Economic Development of Local Authorities (PADECT) is a six-year operation (2026–2031) designed to strengthen the attractiveness, competitiveness, and resilience of Benin’s 77 municipalities. The programme supports the Government’s territorial development agenda by accelerating transformative investments in local economic development, digital transformation, and climate change adaptation. Implemented through a Results-Based Financing approach, PADECT contributes directly to the Government’s broader regional development programme (PACT) by focusing on priority sectors that influence the capacity of municipalities to stimulate private investment and job creation. The programme is financed by the African Development Bank Group through an ADB loan of EUR 110 million and an ADF loan of UA 5.8 million, granted to the Republic of Benin. The Ministry of Economy and Finance (MEF), through its Economic and Financial Programme Monitoring Unit (CSPEF), serves as the programme’s executing agency.
