Benin - Partial Credit Guarantee for the Mobilisation of Financing Allocated to the Sustainable Development Goals (BENIN PCG-SDG)

The proposed operation is a Partial Credit Guarantee (PCG) from the African Development Fund (ADF) for an amount not exceeding UA 156 million (~ EUR 195 million) and a maximum duration of 15 years, for the mobilisation of financing of up to EUR 500 million exclusively allocated to the Sustainable Development Goals for the Republic of Benin (Benin PCG-SDG). The planned intervention would enable Benin to mobilise on the international financial market from financial institutions and private institutional investors innovative long-term and competitive financing exclusively allocated to eligible expenditure in areas aligned with the Sustainable Development Goals (SDG), namely: agriculture and agro-industry, water and sanitation, health, affordable housing, education, renewable energies, digital, job creation for young people and women, infrastructure, climate action, biodiversity conservation and tourism. The project is structured around a single component, which is support for the mobilisation of long-term resources on competitive terms dedicated to SDG expenditure. Indeed, since December 2016, the Government of Benin has developed an institutional architecture devoted to the implementation of Agenda 2030. This component will support the Government of Benin in mobilizing long-term resources from international financial institutions for the financing of the real economy through projects aligned with the SDGs. The project primarily contributes to climate adaptation results. As such, 50% of the total approved amount is attributed as climate finance, of which 102 million USD is dedicated to adaptation.
