The Economic Governance and Private Sector Development Support Programme - Phase I (PAGE- DSP I) aims to improve economic governance and private sector development in Benin by improving the business climate, promoting the agro-industrial sector, and strengthening climate action. Private entrepreneurs, professional organisations, farmers, and livestock breeders, particularly women and young people, are also indirect beneficiaries of PAGE-DSP, in the sense that the reforms affecting the production system, particularly the agricultural sector, will facilitate their integration into the economy, and thus help to create wealth for the country. It aims to contribute to achieving the following outcomes by 2024: (i) increase private investment to 30.2 per cent of GDP in 2024 (compared with 29.9 per cent in 2022); (ii) increase the amount of investment in the Glo-Djigbé SEZ to XOF 20 billion in 2024 (compared with XOF 11 billion in 2021); (iii) reduce the time taken by the State to pay debts owed to micro, small and medium-sized enterprises (MSMEs) to 60 days in 2024 (compared with 200 days in 2021); (iv) increase the added value of agri-food industries to 6.4 per cent of GDP in 2024 (compared with 6.1 per cent of GDP in 2022); (v) increase the percentage of players in the agricultural sector who systematically integrate gender approach in the interventions in the agricultural sector to 15 per cent in 2024 (10 per cent in 2022); and (vi) improve the Vulnerability Index score to 40.2 in 2024, compared with 39.9 in 2022. The project contributes to climate finance, with 8 million USD of the total approved amount dedicated to adaptation.
