Botswana - Governance and economic resilence support programme (GERSP)

The proposed operation supports the new Government to close the FY2025/26 financing gap. This is an ADB Loan of USD 304,000,000 (Three Hundred and Four Million United States Dollars) to the Republic of Botswana to finance the Governance and Economic Resilience Support Programme (GERSP). The GERSP is designed as a one-year General Budget Support (GBS) operation covering the fiscal year (FY) 2025/26. The proposed operation is considered as a transitional intervention to help address Botswana’s short term fiscal challenges while creating opportunity for engagement on the new Government’s medium to long term development agenda which will be articulated in the Twelfth National Development Plan (NDP12, October 2025 to March 2030) (currently under preparation). It follows a request dated 22 November 2024 by the Government of the Republic of Botswana (GRB). The GERSP builds on the Bank’s previous support to Botswana through the Economic Recovery Support Program (ERSP) while pursuing support in emerging areas. Reforms supported through the GERSP are organised under two mutually complementary components: (i) Strengthening Fiscal Sustainability and Transparency; and (ii) Enhancing Economic Revitalization for Job Creation and Inclusive Growth.
