Botswana - National human resources strategy and plan

The project involves the review and development of a transformative National Human Resources Development Strategy that will position Botswana to be an upper middle-income knowledge-based country by 2036 include with the aspirations of the 12th National Development Plan. This will help to address the issues of skills mismatch, under employment and high unemployment especially among the youth. The project is designed to complement a number of Bank-funded projects, particularly the FAPA Botswana Support to Economic Diversification TA Project, which is advocating diversifying Botswana’s economy from overreliance on the diamond industry into sectors such as agriculture (Small stocks and horticulture) and tourism among others. The project will build on the efforts from NHRDS, 2009-2022 and promote well-coordinated strategic human capital development that can lead to a knowledge-based society and ultimately a knowledge-based economy. The review and development of the National Human Resources Development Strategy will be conducted by a consulting firm that will be hired for this purpose. The firm will facilitate stakeholder consultation in the review and development of the new strategy process. The project is divided into three main components : (i) Review and of the NHRDS 2009-2022 ; (ii) Development of NHRDS 2026-2036 ; (iii) Project Management and institutional support. The implementation timeframe is 2 years from January 2025 to December 2026.
