The Support People Affected in Burundi by the Crisis in Eastern Democratic Republic of Congo Project (PROAPAC-Burundi) – Phase 1 is a sovereign crisis-response investment project in Burundi designed to improve the living conditions of populations affected by the crisis in eastern DRC through a humanitarian-development-peace nexus (Triple Nexus) approach. The project responds to the massive influx of Congolese refugees into Burundi, alongside the presence of climate-displaced persons, spontaneous returnees and vulnerable host communities, which has placed severe pressure on already fragile education, health, water, sanitation and livelihood systems. The project is structured around three components: (i) upgrading and rehabilitating basic social services and infrastructure for refugees and host populations, (ii) developing durable solutions for socio-economic reintegration and social cohesion between vulnerable groups and host communities, and (iii) institutional support, coordination and project management. Activities include expanding school infrastructure, strengthening water supply and sanitation systems, constructing and equipping health facilities, distributing solar cooking solutions, supporting agricultural and non-agricultural livelihoods, vocational and entrepreneurial training, and preparing technical studies for future cross-border investments in eastern DRC under Phase 2. The total project cost is estimated at UA 11.3 million, financed by a TSF Pillar I grant of UA 10 million and a Government of Burundi counterpart contribution of UA 1.3 million in cash and in kind. The executing agency is the Ministry of Youth, Sports and Culture of Burundi, through the project management unit of the Agropastoral Entrepreneurship and Professional Development Project for Youth and Women.
