Cabo Verde - E-Governance and Public Financial Management Reform Program (E-PFMRP)

The E-Governance and Public Financial Management Reform Program – Phase I will support the implementation of key reforms to promote e-governance through the digitalization of public services, the promotion of open-data to make data publicly available, and the establishment of transparency portal. In addition, it contributes to the modernization of the public administration by improving the working conditions of civil servants, reviewing its structure to promote equity (with a focus on gender equality), stimulating motivation, adapting the workforce skills to the new digital economy, as well as taking into account environment/climate change in the design and implementation of economic policies. The proposed program will support the digitalization of processes related to businesses. For firms, a more efficient business support ecosystem would reduce transaction costs and support competitiveness. Digitalization helps to improve domestic resource mobilization and the management of human resources, while better human resources management with people having the right skills and receiving the right pay will facilitate the digitalization process. The proposed operation consists of two components: (i) Enhancing E-Governance and promoting Digital Competitiveness; and (ii) Public Administration Modernization and Fiscal consolidation. The first component aims at improving public service delivery and competitiveness of the economy; while the second component aims at modernizing the public administration and strengthening transparency and efficiency in the management of public resources. The two components are linked and contribute towards increasing economic growth. The project contributes to climate finance, with 8 million USD of the total approved amount dedicated to mitigation.
