Cabo verde - E-Governance and Public Administration Modernisation Program (E-PAMP)

Management hereby submits the following proposal and recommendation fora loan of EUR 20 million to the Republic of Cabo Verde to finance the second phase of the E-Governance and Public Administration Modernisation Programme (E-PAMP II). The E-PAMP was designed as a programmatic series of two consecutive General Budget Support Operations covering the fiscal years 2021 and 2022. Phase I of E-PAMP was approved by the Bank Group Board of Directors on the 22ndof September 2021and the resources (EUR 20 million) were fully disbursed in November 2021. This is the second phase of the two-year programmatic operation. The project primarily contributes to climate mitigation results. As such, 40% of the total approved amount is attributed as climate finance, of which 8 million USD is dedicated to mitigation.
