The Project to support revenue mobilisation and transparency of development policies (PAMRET) is a continuation of the last institutional support programme - the Projet d'Appui au Renforcement des Capacités de Gestion Economique et Financière (PARCGEF). In addition to responding to the difficult economic situation, PAMRET targets the strengthening of institutional capacities and responds to the concerns of the Government, which is committed to pursuing macroeconomic and structural reforms, particularly in the area of public finance, in order to accelerate the country's emergence from a situation of fragility. The project is justified by the need to support the Government in its strategic planning efforts, in order to underpin the provision of basic services that can help strengthen social cohesion. The project will thus contribute to the development and consolidation of public finance management and reform steering capacities, focusing on human resources and the modernisation of working methods. The project will also lead to a more effective control framework that will contribute to an improvement in the quality of public spending, better public services and a strengthened monitoring framework for the export of natural resources, as well as increased mobilisation of tax revenue, better access to financing and additional budgetary leeway for essential public services. PAMRET has three components: (i) strengthening resource management and mobilisation; (ii) support for programming, transparency and monitoring of development policies; and (iii) project management. The project contributes to climate finance, with 1 million USD of the total approved amount dedicated to adaptation.
