Central African Republic - Economic and Social Reform Consolidation Support Programme Phase I (PACRES I)

The Economic and Social Reform Consolidation Support Programme (PACRES) aims to enhance economic governance and mitigate the social crisis. It will help to improve budget execution for community health to preserve human capital, as well as improve budget execution for the delivery of basic social services to build community resilience (including climate risks). Hence, PACRES supports the Government's efforts under RCPCA (2017-2023) to create enabling conditions for strong and inclusive growth, as well as the well-being of the population. PACRES is a two-phase programme-based general budget support operation. The proposed programme is structured around two (2) components, namely (i) Component 1: Support for fiscal consolidation; (ii) Component 2: Improving public expenditure management for the delivery of basic social services. Increased domestic resources, managed more transparently, will enable CAR to allocate more funds to basic social services for the population and thereby preserve human capital. The project contributes to climate finance, with 3 million USD of the total approved amount dedicated to adaptation.
