Comoros - COVID-19 Crisis Response Budget Support Programme for the Union of the Comoros (PABRC)

The proposed operation is an ADF (African Development Fund) Grant of UA 5 million, a TSF (Transition Support Fund) Grant of UA 6.85 million and a TSF Loan of UA 3.15 million to finance the COVID-19 Crisis Response Budget Support Programme (PABRC) for the Union of the Comoros. This is a Crisis Response Budget Support (CRBS) operation aimed at supporting the implementation of the Comoros Government’s multisector COVID-19 Response Plan. The PABRC appraisal took place in June 2020 following the request of the Government of Comoros dated 30 May 2020, soliciting support from the COVID-19 Response Facility (CRF) established by the Bank. Indeed, the first case of COVID-19 was confirmed on 30 April 2020. As of 28 October 2020, the country had a total of 517 positive cases, 494 persons cured and 7 deaths. The multi-dimensional shock caused by the COVID-19 pandemic occurred in an already sombre context for the Comoros, faced with major challenges including recurrent natural disasters (cyclones, floods), food insecurity, energy shortage and weak human capital. PABRC has two components: (i) Support for health resilience and mitigation of the social impacts of the pandemic; and (ii) Support for the resilience of businesses and preservation of jobs.
