The Project to Strengthen the Structures of the Electricity System and Access to Electricity – Phase II (PROSER II) is a sovereign energy investment project in Côte d’Ivoire designed to expand electricity access, particularly in rural areas, and improve the quality of electricity service. Building on the achievements of PROSER I, the project will finance the construction, extension, reinforcement and rehabilitation of medium- and low-voltage electricity infrastructure, social household connections, efficient public lighting, safeguard measures, sector studies, institutional support, and project management. The project includes rural electrification in new localities, reinforcement of electricity networks in Greater Abidjan and several inland cities and district capitals, installation and rehabilitation of public lighting, and support measures for women’s empowerment, youth employability, and sector governance. The total project cost is estimated at EUR 234.56 million, financed by an African Development Bank loan of EUR 103.14 million (44%), an Islamic Development Bank loan of EUR 83.96 million (35.8%), and an Ivorian Government counterpart contribution of EUR 47.46 million (20.2%). The implementing agency is Côte d’Ivoire Énergies (CI-ENERGIES).
