The Crisis Response Project to Support Affected Populations in Eastern Democratic Republic of the Congo (PRECAPE) is a sovereign crisis-response investment project in the Democratic Republic of the Congo designed to improve the living conditions of populations affected by conflict in the eastern part of the country through a humanitarian-development-peace nexus approach. The project responds to the severe deterioration of the security situation in North Kivu and South Kivu, which has caused massive internal displacement, destruction of social infrastructure, disruption of health and education services, food insecurity, and heightened exposure of women and girls to violence and exploitation. The project has three components: (i) reconstruction of socio-economic infrastructure and productive climate-resilient assets to build inclusive community resilience, (ii) strengthening of operational and institutional capacities to support crisis response and resource mobilisation, and (iii) coordination, management, monitoring and evaluation, accountability and communication. Activities include rehabilitating and equipping schools, vocational training centres, health centres, and water and sanitation facilities; reconstructing productive assets and markets; rehabilitating access roads using a labour-intensive approach; distributing climate-resilient agricultural, livestock and fishery inputs; vocational and entrepreneurship training; psychosocial and medical care for survivors of gender-based violence; and institutional support for crisis coordination, biodiversity protection and community asset management. The total project cost is estimated at UA 39.91 million, financed by a TSF Pillar I crisis-response loan of UA 25 million, an ADF grant of UA 11 million, and a Government counterpart contribution of UA 3.91 million in cash and in kind. The executing agency is the Social Fund for the Democratic Republic of Congo (FSRDC).
