The Djibouti Integrated Urban Infrastructure and Climate Change Adaptation Project (PIIUACCD) – Phase I is a sovereign investment project aimed at improving urban infrastructure and strengthening climate resilience in the city of Djibouti. The project focuses on rehabilitating priority urban roads and stormwater drainage systems in flood-prone neighborhoods in order to enhance urban mobility, reduce flood risks and improve living conditions. It integrates climate-resilient design, nature-based solutions, environmental and social safeguards, and institutional capacity building to address the impacts of rapid urbanization and increasing climate shocks in the capital city. The total cost of Phase I is estimated at UA 17.45 million (approximately USD 23.9 million). Financing is primarily provided through an African Development Fund (ADF) grant of UA 15.98 million, complemented by an in-kind contribution from the Government of the Republic of Djibouti estimated at about USD 2 million, mainly covering staff and operational support. The project is implemented by the Djibouti Roads Agency (ADR) under the supervision of the Ministry of Infrastructure and Equipment
