GHANA - Women and Youth Employment and Social Cohesion (GWYESCO) Programme

The proposed operation consists of UA 52.24 million grant comprising UA 37.24 million from the ADF-16 window and UA 15 million from the TSF Pillar 1 (Prevention Envelope) to the Republic of Ghana to finance the "Ghana Women and Youth Employment and Social Cohesion (GWYESCO)” Programme. The Bank's intervention through this Results-Based Financing Programme will therefore focus on skills development, entrepreneurship, mass formalization and MSME scaling through registration, access to finance and market, and job creation, particularly for young people and women. This will help to build social cohesion, especially in northern Ghana, in line with the government's integrated and inclusive approach to economic transformation. The GWYESCO Programme will support the ongoing flagship National Apprenticeship Programme (NAP) and ‘Adwumawura’ Programme being executed by the Government of Ghana (GOG), and the results achieved through six (6) disbursement linked indicators (DLIs), will be implemented by seven (7) implementing entities- SIF, NAELP, YEA, NEIP, GRATIS Foundation, Northern Development Authorities (NDA), and other District Assemblies and other Agencies. Thus, the financial management arrangements encompassing budgeting, accounting, financial reporting, internal controls, treasury management and external audit will follow national systems. The Programme duration is spread over four fiscal years (2026-2029).
