Guinea - Digitization of Guinea regulatory processes

The proposed project seeks to enhance processes for the regulation of Guinea’s electricity sector by supporting the national electricity regulator, Autorité de Régulation des secteurs de l’Electricité et de l’Eau potable (AREE), through the provision of a Technical Assistance (TA) to establish a centralized Management Information System (MIS) tool. This institutional support project is intended to help limit the sectoral issues linked with information management and capacity-building for the regulator that will impact various stakeholder. The project will take a holistic review of the regulator’s institutional capacity in the area of information management with the objectives to establish the right enabling environment through a bespoke MIS tool that will attract stakeholder’s engagement including private sector participation into the sector through easy availability of key regulatory documents and information. The tool will support a unified approach to digitize regulatory functions of AREE, enable open access to regulatory information, improve the regulator’s decision-making process and increase private sector engagement and involvement in the regulatory process. The project has three mutually reinforcing components: i) Technology Gap Analysis to assess the impact of technology on AREE operations from both the water and the electricity sector, with the later prioritized and draw detailed IT business requirements of key functions selected to be digitized out of outcomes informed by the assessment; ii) Development and operationalization of the MIS tool following the defined implementation and technical specifications roadmap; iii) Sensitization workshops, Dissemination and Project Management to reinforce the regulator human capacity and to raise awareness of the project among stakeholders at the national and global stage. The timeframe for project implementation is 3 years, starting from signing of the grant agreement timeline expected in December 2022 and will end in June 2025.
