Multinational - Study for the Abidjan – Lagos Corridor Highway Development Project (Supplementary Grant)

The proposed intervention is an ADF supplementary grant of UA 9.9 million to the ECOWAS Commission to cover the Study for the Abidjan – Lagos Corridor Highway Development Project remaining financing gap. The Abidjan - Lagos Corridor is a flagship project of the Programme for Infrastructure Development in Africa (PIDA). The transport corridor forms part of the wider Dakar-Lagos Corridor, and is a major part of the Trans African Highway Network within the ECOWAS region. The Study aligns with the Bank’s strategies on regional integration and infrastructure development as well as the development objectives of the respective countries and ECOWAS. The implementation of the study experienced substantial initial delays in the recruitment of the engineering design (component 1- Feasibility and Detailed Engineering Design Studies) consultants. When implemented, the project will contribute significantly towards: (i) strengthening the subregion and continent’s aspirations to integrate, facilitate intra-regional trade and boost economic development; (ii) stimulate a regional value-chain and a network of economic platform for development of the corridor. In addition, the outcome of the study will initiate partnerships with the private sector on the investment on a regional scale. This study, when completed, will constitute a critical project development milestone for the corridor as a whole. The project contributes to climate finance, with 1 million USD of the total approved amount by the EU dedicated to adaptation.
