The Eastern Africa Power Pool (EAPP) Institutional Capacity Building Project is a multinational project covering the Eastern Africa region. To address the energy challenges within the region, the EAPP – General Secretariat, on behalf of the member countries, has mobilized technical support and financial resources from Development Partners including the Bank, to develop the institutional capacity and to procure and install the necessary soft infrastructure such as Energy Information System (EIS) and Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS) to operationalize a regional power-trade market through real-time monitoring and coordination of a regional power market data and information, and develop a regional green financing strategy. The project has four components: i) Institutional Capacity building. This component will finance the design, development, supply and installation of the SCADA/EMS infrastructure and the implementation of the EIS; ii) institutional Support to Independent Regulatory Board, this component will provide support to make the Independent Regulatory Board (IRB) fully operational at its designated Headquarters in Kampala, Uganda. iii) Developing a regional Green Finance Strategy, this component will support a needs assessment for a green financing mechanism, and the development of a regional green financing strategy for the entire EAPP region; an iv) Project Management, this component will support the recruitment of consultants to strengthen the capacity of the project implementation unit (PIU) to manage the operation. This project primarily contributes to climate mitigation results. As such, 100% of the total approved amount is attributed as climate finance, of which 100% is dedicated to mitigation.
