KENYA - National Urban Water Supply and Sanitation Program

The National Urban Water Supply and Sanitation Program is in line with the National Water Policy of the Ministry of Water, Sanitation and Irrigation. This policy guides the sector by ensuring good governance and accelerating access to water supply and sanitation services. The Ministry of Water, Sanitation and Irrigation has drawn up the National Water and Sanitation Investment Plan (NAWASIP) from the plans of the county administrations. The NAWASIP defines the main expected results and funding requirements for the period 2023-2030 for rural and urban water supply and sanitation. Initially, the funding request submitted by the GoK to the African Development Bank for the program amounted to UA 219 million, with a scope covering the construction of drinking water supply and sanitation systems in 41 towns. Due to constraints on the available room for maneuver, the entire program could not be financed, and this amount was reduced to UA 128 million (157.4 million euros). Consequently, the present program has been designed as the first phase of the overall program, and will support 24 sub-projects in 21 towns covering 16 counties. The National Urban Water Supply and Sanitation Program is aligned with the Kenyan Government's development priorities, as defined in Kenya's Vision 2030 and its operational priorities under the Bottom-Up Economic Transformation Agenda (BETA) and the Fourth Medium-Term Plan (MTP-IV 2023-2027). In addition, the program is in line with Priority I of the Country Strategy Paper 2024-2028, which is to stimulate private sector development through infrastructure development and policy reforms. The project contributes to climate finance, with 86 million USD of the total approved amount dedicated to adaptation.
