Libya - Strengthening the Regulatory, Legislative and Strategic Water Framework

The proposed project is timely framed with the new important events taking place in the Water Sector in Libya. A transition government has been put in place and a specific Ministry for Water Resources has been created, raising the profile of the sector in the country, and replacing the former General Water Resources Authority. The government, in addition to the close deadline or the obsolescence of some water related strategies and policies, will give impetus to the elaboration of new policies and strategies according to the governmental new vision. The project, which is part of the Bank (North region) prioritization exercise for MIC TAF, will engage consultancy services to perform the assessment of the country regulatory, legal, institutional, and strategic water sector framework and to provide capacity building to the institutions in charge of water and sanitation sector governance and development. The technical assistance will comprise three main components: (a) Strengthening the water framework, (b) Organization of a Water Strategic Forum and (c) Project management. The estimated total cost is UA 253,000. The project duration is 24 months.
