Libya - Emergency Support to the Affected Regions and Devastated Population in the Aftermath of Storm Daniel and Floods

This humanitarian assistance operation meets the requirements of the Revised Policy Guidelines and Procedures for Emergency Relief Assistance, and the General Regulations of the Special Relief Fund (SRF). The intervention is a vital aid for this unprecedented disaster in eastern Libya that has caused so many human and material losses. Based on the Minister of Finance appeal, the Bank’s support is designed around the WASH and Social sectors to address the immediate devastation of human lives and infrastructure damages. The Bank is co-leading the coordination of the WASH sector working group, being the only sector where the Bank has this role, together with UNICEF. In addition, whilst there are multiple needs, access to water, sanitation and especially hygiene as well as social support will be critical in the next few weeks. Indeed, the risk of disease and diarrhea is high as a consequence of the damages and a cholera outbreak could trigger another wave of lives lost. The project has two different yet complimentary components: (A) Access to adequate and quality water, sanitation and hygiene services and supplies to flood-affected populations; (B) Emergency education services and psychosocial support for flood-affected children and their families. This project primely contributes towards climate adaptation result. As such 100% of the total approval is attributed as climate finance, out of which 100% is adaptation finance.
